LONDON -- The doping retests from the 2006 Winter Olympics in Turin involve 350 samples, cost $500,000 and are based on intelligence that targets athletes and events considered most at risk for cheating, the IOCs medical director said. Despite the cost, effort and an improved steroid test, its possible that very few -- if any -- positives will be detected, Dr. Richard Budgett told The Associated Press in an interview. "We just dont know what the results from Torino will be," Budgett said. "I wouldnt be at all surprised if its far, far, far less than people are speculating, despite this new method. Weve set the expectations at a sensible level. We do not expect necessarily to have any positives." Budgett provided the greatest detail so far of the International Olympic Committees reanalysis of the Turin samples, which includes a test that can detect steroid use going back months. The IOC stores Olympic samples for eight years to allow for retesting when new methods become available. With the deadline for the Turin samples expiring in February, the IOC is doing last-minute retesting to catch any cheats who got away at the time. "Approximately 350 samples are being analyzed," Budgett said in a telephone interview. "Weve selected them based on intelligence. It involves a bit under 200 athletes as many of the athletes have more than one sample." The retesting is "a good half way through" and the results will be finalized by the end of the year, Budgett said. The program involves a "full menu" of tests, including the "long-term metabolite" method that widens the window so steroids can be detected several months -- rather than days -- after they were taken. The urine and blood samples are being reanalyzed at the anti-doping lab in Lausanne, Switzerland. The IOC has budgeted half a million dollars for the tests -- "the whole package of intelligence, doing the reanalysis and follow up of any samples," Budgett said. Any positive findings would lead to retroactive disqualification and loss of medals. The testing is focused on athletes, especially medallists , who would have been most likely to dope. "We spent a lot of time gathering intelligence on the sports at risk, the countries at risk, on the individuals and coaches and the groups of athletes at risk," Budgett said. "The reanalysis is absolutely as targeted as possible." The IOC worked with the UK Anti-Doping agency on the intelligence gathering. "Were more interested in medal winners than other people, but were also looking at patterns of previous positive tests," Budgett said. From John Ferguson Jr. to Cliff Fletcher (part II) to Brian Burke to Dave Nonis, the annual free agent frenzy has been nothing short of a recurring nightmare for Maple Leaf general managers (recent) past and present. Each and every July 1st signing has brought with it excitement and all too large expectations only to fizzle into one pricey disappointment after another. Now helming another rebuild in Calgary, Burke often described the day in disastrous terms for the NHLs management community, decrying the slew of exorbitant contracts with "unrealistic values and unrealistic term…that bite you right in the butt at some point". Value, all too important under the confines of a cap system and best found in homegrown products, is never harder to find than on July 1st – a day that sees the contracts get larger and sillier with each passing year. It began in earnest for the Leafs shortly after the outset of the cap era in the summer of 2006. John Ferguson Jr., fighting for a job that would soon run its course, plugged two holes on the Toronto defence that July with a pair of expensive free agent additions. Formerly a member of Tampas Cup winning squad in 2004, Pavel Kubina was inked for four years and $20 million and Hal Gill, once a towering defender in Boston but far less effective under the free-flowing rules of the league post-lockout, raked in more than $6 million for three years. Both were overpaid from the outset – especially in the case of Kubina, one of many to struggle under the weight of an onerous contract – and both were eventually traded. 2007 Jason Blake came next. Scoring more frequently as an Islander in 2006 than at any other point in a 13-year career, Blake – age 33 – signed with the Leafs for five years and $20 million in the last significant move of the Ferguson Jr. era. Blake, predictably, could not live up to the expectations of such a large contract, never coming close to 40 goals again; he was dealt to Anaheim alongside Vesa Toskala for J.S. Giguere in 2010. 2008 Mostly forgotten now, but of considerable damage to the organization during a brief 10-month tenure, Fletcher continued the free agent plight in 2008. Maybe even more stunning now than it was then, Fletcher handed former Avalanche defender Jeff Finger, he of 94 games of NHL experience, four years and $14 million. Finger played 62 forgettable games in a Leaf uniform, was eventually buried in the minors, never to be heard from again. Joining Finger in the free agent trot that day was Niklas Hagman, a Finnish winger who scored 27 goals the year prior in Dallas. Hagman also cashed in under Fletcher, lured for four years at a bloated $12 million. Though he scored 42 goals in two seasons with the Leafs, Hagman was consistently inconsistent, soon to be dealt to Calgary in the famed Dion Phaneuf trade. 2009 Still months from pulling the trigger on the noisiest (and most controversial) move of his busy Toronto tenure – the hotly debated Phil Kessel trade – Burke sought a big and ultimately failed splash in his first summer as the Leafs front man. It was all about truculence then and truculence he got. There were the four years and $4 million pitched to former Rangers heavyweight, Colton Orr; five long years and $22.5 million to Mike Komisarek; three years at just over $11 million for Francois Beauchemin. Orr lingered as a mostly unused tough guy for Ron Wilson before being briefly banished to the minors (he eventually returned to the NHL). Komisarek, a step or two slow for the speedier new game, tumbled quickly under the burden of a deal he could never live up to and was bought out by the organization last summer. Beauchemin eventually found his game, but not in Toronto. He returned to the Ducks in the Jake Gardiner-Joffrey Lupul swap, finishing fourth in the 2013 Norris Trophy voting. 2010 Still trying to fill various holes through free agency, Burke added the veteran grinder Colby Armstrong from Pittsburgh the following summer (three years, $9 million). Armstrong never found much health as a Leaf though and preceded fellow free agent signee, Komisarek, on the buyout line. 2011 Tim Connolly recorded just 42 points in his final go-around in Buffalo, but still landed $9 million for two years in the summer of 2011. Connolly never hit the desired mark of No. 1 centre for the Leafs (he had 36 points in 70 games), was demoted to the Marlies after a year and is now out of the NHL. 2013 And then last summer there was David Clarkson, the first signee of Nonis as Leafs GM. In perhaps the worst deal of the aforementioned bunch, Clarkson landed in his hometown for seven years and more than $36 million on July 1st, 2013. Year 1 was an all-out nightmare and while theres every chance of a bounce-back of some kind in Year 2, his talents are unlikely to ever match the value of an incredibly burdensome contract. Clarkson was just the latest in a line of July 1st blunders. The fundamental flaw in continually swinging big in free agency is the lacking value the process ensures – players are almost always overvalued on Day 1 of the contract. As demonstrated yet again by the L.A. Kings earlier this summer, team building (and sustained success) is best accomplished through successful draft and development, not pricey spending on a mistake-laden day. And so while impending UFAs like Paul Statsny may appear to solve long-standing needs, Nonis (and Brendan Shanahan) would be wise to approach with caution. The answer, especially in Toronto, is almost never found on July 1st. Of course, part of the reason that the Kings dont need to do much tinkering with their roster is that they already made one somewhat predictable move, trading backup goaltender Jonathan Bernier to the Toronto Maple Leafs for right winger Matt Frattin and goaltender Ben Scrivens, a move that increased the Kings financial flexibility as they prepare for a decreasing salary cap. "Weve taken this to nuclear science now in terms of how you put these equations together," GM Dean Lombardi told NHL.com, regarding the Kings salary cap crunch. "Theres a bit of a vise here that certainly you couldnt project it … weve got a challenge here, but Im confident that we can meet it." The Kings could have been even better in 2013 than they were the year before, thanks to outstanding puck possession metrics, but their goaltending wasnt close to its previous level. Its not difficult to see the potential, however, of just how strong the Kings could be if they paired their strong puck possession game with a good or great season from Jonathan Quick in goal; thats a team that can win a Stanley Cup. Those are high expectations, but entirely justified given the play of this team over the last couple seasons. Paired with Kopitar for much of the time, Justin Williams has also been an elite puck possession player for four-plus seasons with the Kings. Hes a two-time Stanley Cup winner and four-time 20-goal-scorer who, after a series of injury-plagued seasons, hasnt missed a game in the last two seasons. Kings captain Dustin Brown finished eighth in the league with 155 hits, the first season since 2005-2006 that hes finished outside the top three, though its possible that some of the reason was simply that Browns team had the puck more often when he was on the ice. Browns more than a mindless, and sometimes dangerous, hitter, however. Over the last six seasons, hes scored 149 goals, tied with Patrick Kane for 26th over that span. Browns heading towards the final year of his current team-favourable contract, so he could be looking at a more lucrative extension this summer. Mike Richards has been more effective as a scorer, on a per-game basis, in the playoffs for the Kings and he was better in the 2013 playoffs than he was during the regular season when he finished minus-8, his worst since 2006-2007 and played 16:21 per game, his lowest since his rookie year, 2005-2006. For as highly-regarded as Richards is for his two-way play, he does need to be better in puck possession terms to justify that rep. In 82 career games, Matt Frattin has tallied 15 goals and 28 points, while playing 13:13 per game; relatively modest totals, but enough to indicate that hes worthy of a regular spot and, with the Maple Leafs picking up half the cost of his deal, hes a ridiculous bargain to play in a top nine role. At his best, Frattin uses his speed and physical game to forecheck, create turnovers and generate offence. By all rights, Tyler Toffoli should be included with the prospects, having played 10 regular season and 12 playoff games, but its hard to imagine that the 21-year-old wont be part of next years squad. After scoring 28 goals, 51 points and posting a plus-20 rating in 58 AHL games, Toffoli added 11 points in those 22 total games for the Kings last season, playing under 12 minutes per game. With consistent ice time, he could provide an offensive boost on the second line next season. A versatile forward who is a good fit as a third line centre on a contender, Jarret Stoll is defensively-responsible, yet has enough of an offensive track record to chip in occasion. The 16:31 per game that he played in 2013 was his lowest ice time since 2003-2004, his rookie season, yet his production was nearly better than 2011-2012 despite playing 30 fewer games. Though Dwight King has a modest 24 points in 74 games over the last two seasons, the power forward is a valuable contributor on the lower half of the depth chart. He could use his size (6-foot-3, 235 pounds) even more than he does, but 23-year-old King is already an asset with some upside still left to explore. A fourth-line checker, Colin Fraser has seven goals and 20 points in 168 games over the last three seasons but, even with minimal offensive production, he doesnt hurt the Kings for the 10 minutes a night that hes on the ice. 22-year-old winger Kyle Clifford is a tough customer, who has fought 33 times in his first three seasons, but is also gradually getting more opportunities to produce with his gloves on and he tied career-highs with seven goals and 14 points last season, despite playing a shortened 48-game schedule. If his development continues, a couple years from now Clifford could be a 20-goal scorer. The Kings have taken their time with checking winger Trevor Lewis, who scored at a career-best rate (0.29 ppg) last season while playing a career-high 15:12 per game. With 12 goals in 203 career games, his offensive ceiling is limited, but hes reliable depth forward. Jordan Nolan joined the Kings at the same time as Dwight King and both have added beef to the lineup, but Nolan isnt quite as effective. As fourth-line options go, hes fine, and has been inexpensive, but could be replaced if the Kings are ever looking to add more skill to the lineup. A back injury kept Matt Greene out for most of the season, though he did return part way through the playoffs. Hes a big, nasty stay-at-home defenceman who had a career-high 15 points and plus-4 rating in 2011-2012. Moving to Los Angeles bumped Robyn Regehrs ice time back over 21 minutes per game -- he had played 18:38 per game in 105 games for Buffalo. Regehr continues to face the toughest defensive assignments, though he hasnt enjoyed much matchup success in recent seasons. What Regehr does provide is a big, veteran defensive defenceman, effectively filling the role that previously belonged to Willie Mitchell. Speaking of Mitchell, he missed all of 2013 following knee surgery and there has to be concern that, at 36, he may not be able to make it back and, if he does, not at the level that he was prior to his surgery, when he made his living punishing the oppositions top forwards. Though his ice time was managed to make him most effective, Jake Muzzin was outstanding in his role as a rookie, dominating puck possession and he was one of nine defencement to have at least 15 points and a plus-15 rating. If the Kings need someone to move up and take on more minutes, Muzzin, a 24-year-old with good size and a big shot from the point, is a natural candidate. As depth defencemen go, Alec Martinez is quite effective in the limited ice time he receives. Hes mobile and can move the puck, but is probably still locked in a battle just to get a regular spot in the top six. The 10th overall pick in 2007, Keaton Ellerby was a fringe defenceman with a poor Florida team and was a fringe defenceman for a very good Kings team too. He was acquired when injuries decimated the Los Angeles blueline and helped L.A. get through that rough patch and, in a third pair or depth role, his size and toughness fits. If the Kings re-sign Rob Scuderi, then they probably dont need to make changes to the unit at all, but if Scuderi leaves, another veteran would keep their defence at a championship level. There arent a lot of ideal options in free agency, but Ron Hainsey, Andrew Ference and Toni Lydman are veterans with decent defensive pedigree. However, as Quick recovered from off-season back surgery, he wasnt at his best for most of the regular season, posting an .895 save percentage through the end of March. Quick played better late in the season and was terrific in the playoffs, essentially the reason that the Kings won the first two rounds, so its reasonable to have high expectations for him next season, when hell be further removed from surgery and presumably healthy right from the get-go. Just acquired in the Jonathan Bernier trade, Ben Scrivens saw quite a bit of action early in the season, particularly in February (when he had a 2.25 GAA and .932 SV% in 10 GP), before James Reimer wrested control of the starting job. When the Kings drafted Derek Forbort 15th overall in 2010, they probably hoped there would be a little more offence to his game, but hes a 6-foot-4 defenceman who can skate and move the puck, so there is potential for him to develop into a top pair defenceman now that hes turned pro. A third-round pick in 2011, Nick Shore has put up 75 points in 82 games over the last two seasons at Denver and is a solid two-way forward prospect. Hes signed and ready to embark on his pro career, but may need at least a year of AHL seasoning before hes ready to compete for a spot. After a standout second season in the AHL, Linden Vey is knocking on the Kings door. Hes able to play right wing and centre, plays both ends of the rink and has enough talent to produce offensively. A 6-foot-4 goaltender who has a .920 save percentage in 136 career AHL games, Martin Jones cant be too far from getting his NHL opportunity. Another strong season in the AHL from Jones could set him up to step into replace Scrivens in 2014. A fifth-round pick last summer, Colin Miller had a breakout offensive campaign for Sault Ste. Marie. Hell need to get stronger before hes ready for the NHL, but his skill makes him well worth the wait, and a potential steal. A small forward who scored 314 points in his last three years of junior, Jordan Weal had a solid first pro campaign. If he builds on it, with more offence in his second season, hell push for a spot soon. There are no frills to the game of Kevin Gravel, a 6-foot-4 defensive defenceman. He might be a safer bet than some ranked higher, but his lack of production limits his upside. Drafted in the fourth round in 2011, Michael Mersch is an industrious forward who tallied 23 goals as a junior. If he has a strong senior year, hell be a nice asset. He may be too small to make it work at then next level, but Brandon Kozun has been a productive winger for three AHL seasons following a pair of 100-point seasons in the WHL. Carleton picked up its fourth straight national mens basketball title, and 10th in the last 12 years, with a 79-67 victory over its crosstown rival on Sunday. "Ottawa is a good team, you have to give them credit," said Carletons Tyson Hinz, who was named the tournaments most valuable player. "Thats by far the best team Ive played in my five years here." The Gee-Gees upset the Ravens last week in the Ontario University Association final. That just riled up the most successful CIS basketball team of the last 12 years. "It was pretty easy to get motivated after a loss," said Hinz, who led all scorers with 30 points. "Im so happy for the guys. Im happy we got the win." In addition to Hinz, the Ravens had solid contributions from Thomas and Philip Scrubb who had 20 and 16 points respectively. "The fact that they beat us was really motivating," said Philip Scrubb. "Games like that, they suck," he continued. "The fact that you went up and you gave up a five-run lead, which is something that should never, ever happen.
